　　I. Subject categories
　　The research topics of Henan Science and technology think tank in 2024 are divided into two categories: key topics and general topics, and the research cycle is in principle 6 to 8 months。Among them, the key topics shall be declared in accordance with the topics and research points specified in the topic catalog, and the subject name and research points shall not be adjusted by themselves;General topics must refer to the topic list to specify the scope of research, to determine their own research topics。Pure technology research and development projects are not accepted。
　　2. Eligibility for declaration
　　(1) Institutions of higher learning, scientific research institutions, enterprises, public institutions and social organizations established, registered and registered in Henan Province with independent legal personality and independent financial accounts, and with the human and material conditions required for carrying out research topics can be declared。Direct declaration by individuals is not accepted。
　　(2) The research team must also meet the following basic conditions: all members of the team abide by the law，No bad academic record;The project leader has experience in decision-making consulting research，And did not undertake the research of Henan science and technology think tank;Team members are familiar with relevant public policies，Have the knowledge accumulation and research foundation in the technical field related to the subject。Scientific and technological workers in relevant units of "government, industry, university and research funds" are encouraged to jointly form a team and declare through the provincial society or the provincial science and technology association。
　　(3) The person in charge of the application of key topics should also meet the following conditions: have deputy senior or above professional and technical posts or corresponding administrative posts;The decision-making consulting report led by the drafting has been given positive instructions by leaders at the provincial level and above, or adopted by party committees and governments at the provincial level and above or relevant departments。
　　(4) The person in charge of the application of general topics should also meet the following conditions: under 40 years of age (born after October 31, 1982);Intermediate or above professional title or doctoral degree。
　　3. Declaration requirements
　　(1) Unified implementation of online project declaration。The applicant should log in to the official website of Henan Association for Science and Technology, click on the "Online service" section, enter the "Henan Association for Science and Technology Special fund project management service Platform", organize the research group to fill in the "Project Declaration" online, and uniformly submit to the provincial Association for review。Units with assigned accounts (municipal Science and Technology Association, provincial society, university science and Technology Association, survey site) please ask for the account password to activate the account, units without assigned accounts need to register themselves, after the provincial science and Technology association review, improve the information can log in to the platform for declaration。Unit users and project leaders can download the "User manual" on the platform page and operate according to the process。
　　(2) The number of projects declared by the provincial society affiliated to the provincial Association for Science and Technology, the institutions of higher learning that have established the association and the units that have set up scientific and technological workers survey sites does not exceed 10;No more than 5 items for other units;Henan Science and technology think tank research base can declare 3 projects through supporting units，The project declaration does not occupy the original indicators of the unit，The subject direction should be consistent with the research field of the base。The project leader can only submit one project, and all team members can only participate in a maximum of two projects at the same time。
　　(3) After the provincial Association for Science and Technology has passed the preliminary examination，The application unit shall download and print the application materials generated by the system from the service platform，In 7 copies (A4 paper printed on both sides)，Bind the left side and stamp the official seal of the company，Binding must meet archival requirements，Not allowed to use plastic clips, leather packaging) unified mail to the provincial Science and Technology Association Talent development center，Then scan it into PDF and send it to hnskjzk@163.com, does not accept personal submissions。
　　(4) The deadline for declaration is 16:00 PM, November 28, 2023, subject to the receipt of paper materials, overdue delivery will not be accepted。
　　Iv. Subject management
　　(1) Project approval
　　1.After the completion of the application work, the provincial Science and Technology Association organized relevant experts to carry out a centralized review of the application subject, and selected the best subject to determine the undertaking unit。Among them, the key topics can be conducted in the way of the defense of the subject leader according to the situation。
　　2.After the declaration of the project, the provincial Science and Technology Association and the project undertaking unit signed the "Henan Science and Technology think Tank Research project Task Book" (hereinafter referred to as the project Task book), as the basic basis for the implementation of the project, the promotion of work, and the acceptance of the project。
　　(2) Process management
　　1.For approved projects, the person in charge of the project must strictly follow the content of the project assignment, pay attention to the case analysis, highlight the investigation and countermeasure analysis, and ensure that detailed research data and first-hand case materials are obtained。For the key projects approved by the project, the provincial Association for Science and Technology will supervise the research process by organizing the opening review meeting and the mid-term review meeting。
　　2.The research group shall not change the research plan at will。If it is necessary for some reason to make important adjustment, change or termination of the research plan, the project undertaking unit shall submit a written report to the Provincial Association for Science and Technology in a timely manner, and can only be implemented after approval。Among them, due to objective reasons can not be completed on time, the project leader can apply for extension once。The time limit for applying for extension shall not exceed 2 months, and the application shall be submitted 30 days before the expiration of the study。
　　(3) Management of closing items
　　1.The binding result of the project conclusion is one research report of more than 30,000 words and at least one decision proposal of about 3,000 words (no less than 2 key topics).。The subject research reports and decision-making suggestions submitted should have detailed research data or empirical analysis, and the countermeasures and suggestions proposed should be targeted and operable, with the purpose of serving the scientific decision-making of the Party committee and the government, and it is strictly forbidden to simply extract and pile up documents。Among them, the decision-making suggestions should be written in accordance with the status quo (achievements), the existing problems and reasons analysis, countermeasures and suggestions (accounting for about 60% of the space)。Unless otherwise agreed in the task book, the project results belong to the provincial Science and Technology association。
　　2.Encourage key project undertaking units and research teams to hold think tank forums or expert demonstration meetings around the subject research content，To enrich and perfect the subject research content，Improve the quality of research results;The project research team is encouraged to publish articles related to the research content of the project in open journals，To enhance the social impact of the research work，Expand the scope of application of research results。
　　3.The provincial Science and Technology Association arranges the completion and acceptance time according to the research cycle of the subject, and the subject undertaking unit shall submit the completion application within the notice time limit。According to the specific situation of the subject, the provincial Science and Technology Association organizes experts to listen to the summary report of the subject on the spot, and rates the four knots of "excellent", "good", "qualified" and "unqualified", or evaluates the knots according to the written summary materials of the subject。
　　4.Subject after acceptance，Handle the project settlement procedures according to the following procedures: the project undertaking unit will collect the project general report, decision-making suggestions, work summary, proof of funds and expenditures and submit it to the provincial Association for Science and Technology;Provincial Science and technology association refer to the review expert opinions，Acceptance of project materials;Provincial Science and Technology association to the expert review qualified，At the same time, the qualified research group will issue a certificate of completion。
　　5.If the project is rated as "unqualified", the research team shall rectify the project within a maximum period of 2 months according to the review opinions, and apply for the provincial Science and Technology Association to organize experts to re-accept the rectification after the completion of the rectification, and the related costs required shall be borne by the project research team。The person in charge of the project who has not passed the final review after the rectification or rectification within the deadline will not accept the project declaration within 3 years。
　　5. Project funds
　　(1) For the key projects approved, the provincial Association for Science and Technology will grant a funding limit of 80,000 to 100,000 yuan for each project according to the funding situation, the number of projects approved and the opinions of experts。Among them, 60% of the funding amount will be allocated after the establishment of the project;If the project is rated as "excellent", the remaining funds will be allocated;For projects rated "good", 50% of the remaining funds will be allocated;The remaining funds will not be allocated to projects whose results are rated as "good" or "bad"。
　　(2) For the general subject of project approval, the provincial Association for Science and Technology will support it in the form of post-subsidy according to the evaluation of the project。Projects rated as "excellent" will have a subsidy of 20,000 yuan;Projects rated as "good" will be subsidized by 10,000 yuan;Projects rated as "qualified" or "failed" will not be subsidized。
　　(3) The scope of use of project funds, specific requirements and the proportion of indirect costs shall be implemented in accordance with the Notice of the General Office of the CPC Henan Provincial Party Committee and the General Office of the Henan Provincial People's Government on Several Opinions on Further Improving the Policy of Provincial Financial Research Project Fund Management (Yuban [2017] No. 7) and relevant financial management regulations。
